When you upload photos through an activity update, you have the option to place that photo in an album or change its privacy. If you place them into an album, you will then be able to set the privacy of those photos in the album. If you want to change the privacy of the individual photo you can change the privacy of the activity it’s attached to.

If you want to change already-uploaded photos, click on the photo in your profile and it will open a modal window. From there, click on the comment icon (the chat bubble) and it will go to the activity. From there you can place it into an album or change the privacy of the activity.

EDIT I understand this is a tedious process if you’re moving already-uploaded photos around. I will look into doing this in bulk.
